Any item upgrader NPC can be located in the game. These NPCs are located in the major questing areas or capital cities. You can also find upgraders of items by visiting dungeons that have high-level bosses, and speaking to NPCs in garrisons of your faction.
The upgrade system for items in World of Warcraft provides players with the option of upgrading the level of weapons, armor, and trinkets. This procedure is similar to the reforging process used in Mists of Pandaria or Warlords of Draenor. However instead of making use of currency, players will need to visit an upgrader for their item to complete the process.

Time is a factor.

The highest level of upgrade an item can achieve is determined by its tier and the quality.
