What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.

Some of these boosts can only be used in certain designs (such the Whistan's Shield in FB Sorcs) While others are valuable to collectors.
Certain items come with inherent boo, which is not beneficial when upgraded, like the Goldwrap which provides extra potion slots. These are usually upgraded to add more value to a near-perfect or perfect item.
Costs
Upgrades come with some associated costs. The first is the upgrade itself. It can be costly and depends on the new ilvl of the item and the number of perks it receives. It can also be expensive to upgrade an item to a higher level (such as Explorer > Champion, or Veteran > Heroic).
The second is the cost of the materials needed for an upgrade. Upgrades to an item are a complex process that takes time. Depending on the size of the upgrade, it could take up to 8 hours. The base stats of the upgraded item are calculated based on the new ilvl and other properties. This calculation determines the latest Armor Class bonus, damage dice, and other crucial statistics. In certain cases the upgrade can grant additional perks that can be selected from a list of advantages.
In rare cases, the upgrade will replace only the most expensive perks. The upgrader could also make other changes to the item upgrading, like changing the type of damage it deals to its weapon or removing a operative or unwieldy option. These changes are based on an item's ilvl and may require special materials, such as Adamantine.
Success Rate
The upgrade of an item upgrader mod is based on the chance. Like any random system, there is a possibility that it will not succeed. There are a few ways to increase your chances of success. This includes the use of an Upgrade Pity, or the addition of extra materials to your upgrade.

A Blacksmith Blessing, or an upgraded version can be used to increase the likelihood of an upgrade being successful. This item is helpful if you have a weapon or piece of equipment that is at the highest level for its tier or is close to it. This item lets you upgrade the equipment to the next tier without risking its breaking.
If an upgrade is unsuccessful the system will be restored to its initial state. This is typically a downgrade, but could also be an upgrade. It is recommended to save an upgrade when you're near the maximum capacity of an item, and use it as an emergency.
There are many items in the Kafra shop that can be used to increase the chances of a successful upgrade. For example upgrading an item of equipment using HD Oridecon or HD Elunium multiple times will give you more chance of success. The rate of success will be enhanced if you boost the chance of getting a Double Mint by Shoe-Minting five times.
Failure Rate
The upgrader of an item allows players to add an additional slot to their equipment. These slots can be used to apply an enhancement or enchantment on an best item upgrader.
