What is an Item Upgrader in Pokemon Go?

Costs
Upgrades are accompanied by certain costs associated with them. The first is the cost to perform the upgrade. It can also be expensive to upgrade an item to a higher level (such as Explorer > Champion, or Veteran > Heroic).
The second is the cost of materials needed for an upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists Of Pandaria or Warlords Of Draenor Quests. These materials are available in the inventory of an Upgrade Vendor.
It takes time to upgrade an item. It can take 8 hours depending on the size of an upgrade. The upgraded item's base stats are calculated using the new ilvl of the Best Item upgrader bonus, perks, as well as other properties. This calculation determines the new Armor Class bonuses, damage dice, and other vital statistics. In certain cases, an upgrade can grant additional perks. These perks are offered on a table.

Another method to increase the chance of an upgrade achieving success is to use an item known as the Blacksmith Blessing or an upgraded version of it. This item is beneficial if you have a weapon or piece of equipment that is at the maximum level for its tier or is close to it. It will allow you to upgrade the equipment to the next level without worrying about breaking.
If an upgrade fails, the system will be returned to its initial state. This is usually a downgrade, but could also be an upgrade. Keep an upgrade in reserve until you're close to the maximum level of an item level upgrade.
