What is an Item Upgrader in Pokemon Go?

Certain items come with inherent boos that are less useful when upgraded, like the Goldwrap which provides additional slots for potion. These are usually upgraded to add value to a near-perfect or perfect Best item Upgrader.
Costs
There are some costs that are associated with upgrades to items. The first is the cost of performing the upgrade. This cost can be expensive and depends on the new value of the item and the number of perks it gets. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be costly.
The other is the cost of the items required to upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists of Pandaria or Warlords of Draenor Quests. The amount of these materials required is available in the inventory of an upgrade vendor.
It takes time to upgrade an item. Depending on the size of the upgrade, it could take as long as 8 hours. The upgraded item's base stats are calculated by using the new ilvl of the item, perks, and other properties. This calculation determines the updated Armor Class bonus, damage dice, and other crucial statistics. In some instances upgrades can provide additional perks. These perks are listed in a list.
Rarely, the perks gained will cost more than one perk slot to acquire In these cases the upgrade will replace the most expensive perks. The upgrader may also make other modifications to the item, such as changing the damage type of its weapon, or adding or removing a operative or unwieldy option. The cost of these changes is determined by the new ilvl of the item, and may require a specific material like the adamantine alloy.
Success Rate
The process of upgrading an item is dependent on the chance. Like any random system, there is a possibility that it won't work. There are several ways to increase your chances of success. This includes the use of an Upgrade Pity or adding additional materials to your upgrade.
The Upgrade Pity can be bought through the NPC for crafting in Lost Ark. It increases the chances of the upgrade being successful by an amount. It is similar to the "luck bonus" that some items provide, but it is more secure. This can be added to any weapons or armor and is used three times.
You can also add other materials to the upgrade to increase the chances of success. These are shown in a separate window, above the + button. However, there are limitations to this, and the largest amount of material that can be added is displayed just above the + button in the UI.
Another method to increase the chance of a successful upgrade is by using an item known as the Blacksmith Blessing or an upgraded version of it. This item can be useful when your piece of equipment or weapon is close to or has reached the highest level of its level. This item allows you to upgrade the equipment to the next tier without risking its breaking.
