The Item Upgrader in World of Warcraft
The War Within introduced Valorstones, and Harbinger Crests as two currencies for upgrading gear. These can be exchanged at the item upgrader NPCs, Cuzolth and Vaskarn.
Each item can be upgraded to the highest level for a specific slot once. Upgrades to the slot are cheaper following. In addition, the pity system introduced with The War Within lowers extreme variation in the chance to upgrade.
Upgrades
Upgrades are parts that enhance performance or add new functionality. Upgrades can be purchased or earned in a variety of ways, such as through in-game events or cash shop items.
As opposed to enchantments that can be added to any item, upgrades are tied to specific items and are only used on those items. A weapon that is already equipped can't have an upgrade applied. Certain items can be upgraded more than once and provide a greater benefit to the user.

Recycle

Item Upgraders work differently for set, unique and rare items. The item will typically be upgraded to a new base type after it is upgraded to level 10. A unique upgrade of an armor item with maximum defense will result in a similar base type for an armor item that is elite. This isn't a guarantee result, but there are instances where an upgrade item won't alter the base item type.
It is suggested that players focus on upgrading their BiS (Best in Slot) items first, and then other non-BiS items. This will provide the player with a solid base to build on when they are leveling up. They can then focus on advancing tiers and gaining additional stats.
