What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to find and purchase upgrades.
Boosters
With an upgrader for your item you will be able to enjoy many bonuses. These can include stats and extra bonuses. These bonuses can be applied to weapons or armor, as well trinkets. They can be used to improve the capabilities of a character, or add a new element of variety to their build.

Certain upgrades also give an additional random boost in addition to stat increases. These secondary boosts can be very valuable and should be considered when deciding which items to upgrade. Certain boosts can only be used in certain builds (such a Whistan's Shield for FB Sorcs), while others are valuable to collectors.
Some items have an inherent boos that are less effective when upgraded, like the Goldwrap which provides additional slots for potion. These are usually upgraded to add more value to a near-perfect or perfect item upgrades.
Costs
Upgrades are accompanied by certain costs associated with them. The first is the upgrade itself. This price is contingent on the item's new ilvl and the amount of perks it will gain and can be costly. It can also be costly to upgrade an item to a higher tier (such as Explorer > Champion, or Veteran > Heroic).
The second is the price of the materials required for an upgrade. The items used are typically either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). These materials are available in the inventory of an upgrade vendor.
It takes time to upgrade an item. Depending on the size of the upgrade, it can take anywhere from 8 to 12 hours. The base stats of an upgraded item are calculated based on its new ilvl as well as other properties. This calculation determines the new Armor Class bonuses, damage dice, and other important statistics. In some cases, an upgrade can grant additional benefits. These perks are available on a list.
Rarely, the new perks acquired will cost more than one perk slot to acquire In these cases, the upgrade will only replace the most expensive perks. Sometimes, the upgrader will make other modifications to an item, for example, changing its weapon damage type or or removing an unwieldy or operational property. The cost of these changes is based on the item's new ilvl, and it could require a specific material like an adamantine alloy.
Success Rate
The upgrade of an item is based on chance. Like any random system there is a chance that it won't work. However, there are a few things which can improve the chance of success. This includes the use of an Upgrade Pity, or the addition of additional components to your upgrade.
An Upgrade Pity is a product that you can purchase from the smithing NPC in Lost Ark. It increases the odds of a successful upgrade by some percentage. It's similar to the "luck bonus" that some items offer however it is more solid. This can be added to any weapon or armor and is used three times.
It is also possible to add a number of additional materials to the upgrade, which increases its chances of success. These materials are displayed in a window above the + button. However, there are some limitations to this, and the largest amount of material that can be added is shown directly above the + button in the UI.
A Blacksmith Blessing or an upgraded version can be used to boost the likelihood of an upgrade being successful. This item is useful when your piece of equipment or weapon is close to or has reached the highest level of its level. It allows you to upgrade that piece of equipment to the next level without worrying about it breaking.
If an upgrade fails, the system will be returned to its initial state. This is usually an upgrade, but it could also be an upgrade. Keep an upgrade in reserve until you reach the maximum level of an item.

The upgrade window will display a percentage indicator of your odds of success. This percentage is determined by the upgrade level of the item and the core kind you have selected.
You can also select an item that is protected by a safeguard your item in the event of failure. The cost of this protection will vary, but it will always be less than the cost of purchasing a new best Item upgrader. The safeguard can be used only once per upgrade, and is not a valid expiry date unless it is re-used.
The interface for the item upgrader can be a little difficult, but it's not difficult to navigate. The main menu is displayed on the left, and the upgrade window is on the right.
