What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.

In addition to the stat boosts Certain upgrades can give a random secondary boost. These boosts are useful and should be taken into consideration when deciding on which items to upgrade. Certain boosts can only be used in specific designs (such the Whistan's Shield, which is for FB Sorcs), while others are beneficial to collectors.
Some items have an inherent boos that are less beneficial when upgraded, for example the Goldwrap that gives you extra potion slots. They are often upgraded to add value to a nearly perfect item.
Costs
Upgrades are accompanied by a few associated costs. The first is the upgrade itself. This price is contingent on the new level of the item and the number of perks it will gain, and can be expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the price of the materials required for an upgrade. The items used are typically either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). These materials are available in the inventory of an upgrade vendor.
Upgrades to an item are complicated and requires time. Based on the magnitude of the upgrade, it could take as long as 8 hours. The base stats of an upgraded item are calculated based on its new ilvl and other properties. This calculation determines the new Armor Class bonus, damage dice, and other important stats. In some instances, an upgrade can grant additional benefits. These perks are listed in a list.
In rare cases the upgrade will only replace the most expensive perks. Occasionally, the upgrader will make other modifications to an item, such as changing the type of weapon damage or removing or adding an unwieldy or operative property. The cost for these modifications is determined by the item's current ilvl and may require a special material, such as adamantine alloy.
Success Rate
The upgrade of an item is based on chance. Like any random system, there is a possibility that it will not succeed. There are a number of ways to increase your chances of success. These include the use of an item dubbed an Upgrade Pity, or the addition of additional materials to the upgrade.
An Upgrade Pity is an item you can purchase from the smithing NPC in Lost Ark. It increases the chance of a successful upgrade by a percentage. It's similar to the "luck bonus" that some items offer, but it is more secure. This can be added to any weapons or armor and is used three times.
It is also possible to add a number of additional elements to the upgrade, which increases its chances of success. These are displayed in a window above the + button. However, there are some limitations to this, and the highest amount of material that can be added is displayed just above the + button in the user interface.
Another way to increase the odds of an upgrade succeeding is by using the item known as Blacksmith Blessing or an upgraded version of it. This item is helpful in the event that you have an item or weapon equipment that is at the maximum level for its tier, or is close to it. This item will allow you upgrade the equipment to the next tier without the risk of breaking.
