What is an Item Upgrader in Pokemon Go?

The Best item upgrader upgrader adds an additional widget at the top of both the Angel and Cash Upgrade Windows. The Manager is priced at 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to buy upgrades.

In addition to the stat increase certain upgrades can also provide a random boost. These boosts are valuable and should be considered when deciding which items to upgrade. Certain boosts can only be used in specific designs (such the Whistan's Shield in FB Sorcs) Some are valuable to collectors.
Some items have an inherent boo that is less useful when upgraded, such as the Goldwrap which gives more slots for potion. They are usually upgraded to add value to an item that is perfect or close to being perfect.
Costs
There are a few costs related to upgrades of items. The most significant cost is the upgrade itself. This price is contingent on the new level of the item and the number of perks it gains, and can be expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the cost of items needed to upgrade. The items used for upgrades are usually either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). The amount of these materials needed can be found in the inventory of an upgrade vendor.
Upgrading an item is complicated and requires time. It could take as long as 8 hours, depending on the size of an upgrade. The base stats of an upgraded item are calculated based upon its new ilvl as well as other properties. This calculation determines the new Armor Class bonuses, damage dice, and other important stats. In certain cases the upgrade will provide additional benefits that can be chosen from a variety of perks.
In rare instances the upgrade will replace only the highest-costing bonuses.
