Any item upgrader NPC can be found in the game. Typically, these NPCs are located in major cities or questing locations. You can also find upgraders of items by visiting dungeons that have high-level bosses, and speaking to NPCs in the garrisons of your faction.
The item upgrade system in World of Warcraft provides players with the ability to upgrade the level of armor, weapons, and trinkets. The process is similar to that of gear reforging in Mists of Pandaria and Warlords of Draenor however instead of using the currency appropriate to the task players need to visit an NPC to upgrade their items to complete the process.
Upgrades can be costly, especially for armor and weapons. Based on the upgrade track you choose, each item level increase can cost Crests or Valorstones. The cost can be prohibitive for players who do not have the funds or are unwilling to grind.
Fortunately, the game lets players reroll an upgraded item upgrader kit with a special tool in the menu of items. This option exchanges the upgraded item with the version at level 1 which comes with a different set of bonus effects. This can help you get better scores on items that have been upgraded, but it can also be a waste of resources.
Requirements

A player can roll an upgraded item using a Reroll Token to exchange the upgrade for a brand new one. The new item comes with distinct set of bonuses, and a lower item level. The rerolled item will have different requirements for strength and dexterity. It is important to know that the item rerolled won't be able to keep its original strength or use any wasted resources.
Rerolling some upgraded items is only possible if the item was upgraded was Epic Rare, Rare or Unique. Extraordinary items can also be rerolled, however the original stats are replaced by an uncapped bonus. This means that rerolling a Rare item will result in a normal version of the same type, while rolling an Epic item will result in an Elite version of the same kind.
Upgraded items could have additional modifiers that can improve their performance and increase their stats. These additional modifiers aren't included in the upgrade cost. They can be obtained through doing quests, purchasing them at the Trading Post or from other players. They can also be earned by completing specific missions in the game.
To upgrade an item of equipment, visit the NPC [Armor] Boboko located in Central Flarine. You will need Power Dices depending on the item. (Dice 6 are dropped by monsters 21+, Giants and Bosses; Dice 12 is dropped by Bosses). You will also require different amounts of Minerals, Erons and Giants.
Time is an important factor.
Items upgrades can be used to improve the stats of your gear and ship without having to level them. Some upgrade components also have cosmetic effects. Upgrade components can be obtained by crafting, buying from vendors or the Trading Post, looting or receiving them as gifts. In addition players can find upgraded items using an Upgrade Extractor, or salvaging them with a salvage kit. Glyphs that are placed on gathering tools can be freely swapped.
The player can transform an item into another upgradeable item by selecting it and pressing the green button an arrow for reroll. This will alter the layout and allow players to choose up to six items for "recycling". The item will be replaced by an item of level 1. Recycled items will not keep their level, nor the resources used to upgrade them.
The maximum level of upgrade for an item is determined by the item's level and its quality. Rare and Epic items are able to be upgraded up to level nine, whereas common items can only be upgraded up to level six. The upgrades to an item are added to the base statistics of the item and do not increase after a certain amount.
