What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.

Costs
There are a few expenses associated with item upgrades. The first is the upgrade itself. This cost depends on the new ilvl of the item and the amount of perks it will gain and can be costly. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the cost of the materials required to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. Based on the magnitude of the upgrade, it can take as long as 8 hours. The upgraded item's base stats are calculated based on the item's new ilvl bonuses, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, and other important statistics. In some cases, the upgrade will grant additional perks that can be selected from a list of perks.
In rare cases, the upgrade will replace only the highest-costing benefits. Sometimes, the upgrader may make other adjustments to an item, such as changing the damage type of a weapon or or removing an operative or unwieldy property. Success Rate

An Upgrade Pity is a product that you can purchase from the smithing NPC in Lost Ark. It increases the chances of a successful upgrade by a certain percentage. It is similar to the "luck bonus" that some items offer however it is more solid. It can be added to any armor or weapon and can be used up to three times.
It is also possible to add a variety of additional items to the upgrade, thereby increasing its chances of success. These are shown in a window above the + button. There are some limitations. The maximum amount of material you can add is shown directly above the + button.
A Blacksmith Blessing, or an upgraded version can be used to boost the odds of an upgrade being successful.
