What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget at the top of both the Angel and Cash Upgrade Windows. The Manager is priced at 33 billion Angel Investors, and has no gameplay benefit other than making it easier to buy upgrades.
Increases the effectiveness of

Costs
There are a few expenses associated with item upgrades. The first is the cost of performing the upgrade. Upgrades to an item are a complex process that requires time. It could take as long as 8 hours, depending on the size of an upgrade. The base stats of an upgraded item are calculated based upon its new ilvl and other properties. This calculation determines the new Armor Class bonuses, damage dice, and other vital statistics. In some instances the upgrade can grant additional advantages that can be picked from a variety of benefits.
Rarely, the perks obtained will cost more than one perk slot In these instances the upgrade will replace the highest-cost perks. Sometimes, the upgrader may make other adjustments to an item, for example, changing its weapon damage type or removing or adding an unwieldy or operative property. The cost of these changes is based on the new ilvl of the item, and it may require a special substance like adamantine alloy.
Success Rate
item upgrades (ondashboard.win) are based on an opportunity, and like any random system there is the possibility that the upgrade will fail. However, there are some things which can improve the odds of success. This includes using an item known as an Upgrade Pity, or the addition of additional items to the upgrade.
An Upgrade Pity is a product that you can purchase from the smithing NPC in Lost Ark. It increases the chances of a successful upgrade by a certain percentage. It is similar to the luck bonus that certain items offer however it is more solid. This can be added to any weapons or armor and is used three times.
It is also possible to add a number of additional elements to the upgrade, increasing its chance of success. These are shown in a separate window, above the + button. However, there are limitations to this, and the highest amount of material that can be added is shown directly above the + button in the user interface.
Another way to increase the odds of an upgrade succeeding is by using the item known as a Blacksmith Blessing or an upgraded version of it. This item is helpful when you own an item of gear that has reached the maximum level for its tier, or is close to it. It will allow you to upgrade the equipment to the next level without worrying about breaking.
If an upgrade is unsuccessful, it will be reverted to its original state. This is usually a break, but can also be an upgrade. Keep an upgrade in reserve until you are nearing the maximum level of an item.

Failure Rate

The upgrade window will display a percent indicator of your chances of success. This percentage is determined by the level of upgrade and the core kind of product you have selected.
You can also select a safeguard for your item, which will protect the item in case of failure. This protection isn't free however, the cost will be less than purchasing a new item. The protection is only available once per upgrade, and is not a valid expiry date unless it is re-used.
The UI for the item upgrader may be a bit confusing, but it is not difficult to navigate. The main menu appears on the left and the upgrade window is on the right. The arrows to the left side of the UI represent the various phases of the upgrade process. Click the question mark icon to get help if you are unsure what you're doing. The process of upgrading can take up to five minutes.
