What is an Item Upgrader in Pokemon Go?

Costs

A Blacksmith Blessing or an upgraded version thereof can be used to increase the likelihood of an upgrade being successful. This item is useful when you own a weapon or piece of equipment that is at the maximum level for its tier, or is close to it.
