The Item Upgrader in World of Warcraft
The War Within introduced two gear upgrade currencies: Valorstones and Harbinger Crests. These currencies can be exchanged at the NPCs for upgrading items, Cuzolth and Vaskarn.
Each item can be upgraded to the highest level for a particular slot once. Upgrades to that slot are then cheaper afterward. Additionally, the pity system introduced with The War Within lowers extreme chance of winning upgrades.
Upgrades
Upgrades are elements that boost performance or add new features. Upgrades can be earned or purchased in a variety of ways, such as through events in the game or cash shop items.
In contrast to enchantments, which can be added to any item Upgrader mod, upgrades are tied to specific items and can only be used on those items. As such, an upgrade item cannot be applied to a weapon until it is already equipped by the player. Some items can be upgraded more than once and provide a greater benefit to the player.
The mechanic of upgrades is relatively new. It was introduced in patch 4.1.0. Weapons generally require more crests and Valorstones to upgrade than gloves or bracers for instance. Items from the cash shop can help reduce the cost.
Recycle

If a player has ability to reroll, they can click on the button with the arrows spinning to swap their item out for another. The new item has the same level, however different bonuses depending on the type of item it was, such as an item from a book, sword, gun or watch.
Rerolling an item upgrader mod doesn't alter its current levels of bonus, but the player will be required to meet minimum requirements for their special ability. It's not easy to get an item of high-level with the bonus you want however, this gives them the opportunity to test a different option in the future without spending any additional resources.
