What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors and offers no gaming benefit other than making it easier to view and purchase upgrades.
Boosters

Certain items come with inherent boos that are less beneficial when upgraded, for example the Goldwrap that gives you more slots for potion. These are usually upgraded to add more value to a near-perfect or perfect item.
Costs
There are some costs associated with item upgrades. The most significant cost is the upgrade itself. This cost can be expensive and is dependent on the new ilvl of the item and the number perks it gains. It can also be expensive to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).

An Upgrade Pity is an item you can purchase from the smithing NPC in Lost Ark. It increases the chances of an upgrade succeeding by a certain percentage. This is similar to the luck bonus that some items come with however it is more reliable. It can be added to any weapon or armor, and can be used up to three times.
You can also add additional components to the upgrade to increase the chances of success. These are shown in a separate window, above the + button. There are however limitations to this, and the highest amount of material that can be added is displayed right above the + button in the UI.
Another way to increase the chance of an upgrade succeeding is to use the item known as the Blacksmith Blessing or an upgraded version of it. This item is useful in the event that your item or weapon is near or has reached the maximum level of its level. It will allow you to upgrade the equipment to the next level without worrying about breaking.
