The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.
Boosts
There are a variety of boosts available with an item upgrader. They can include a range of stats, in addition to numerous bonuses. These bonuses can be used on weapons, armor and trinkets. They can be used to improve the capabilities of the character, or can add an additional aspect of variety to an existing build.
The upgrade system in World of Warcraft allows players to increase the level of their gear by paying money at an upgrader for items NPC. This system first came into play in Mists of Pandaria, and continued with Warlords of Draenor. It's a good way to increase the quality of your gear, allowing you to bypass the monotonous grind of completing quests and avoid numerous wipes in Mythic+ dungeons.
When an item is improved its basic type will change. Upgrading a normal item will create an Exceptional item, while upgrading an Exceptional item will result in an Elite version of the same base item. The item will keep all of its pre-upgrade statistics however it will also get an additional bonus from its new base type. The bonus will be randomly selected from the following: a chance to obtain weapons with a higher damage range or an improved reload speed, or the chance to obtain a higher max defense roll.
The amount of extras gained by upgrading is contingent on the amount of upgrades performed. Each upgrade will boost the extras in question by increments of 1 up to a maximum of 3. Additionally, every upgrade will also boost the main stat by one.
Some upgrades also provide an additional random boost in addition to stat enhancements. These secondary boosts can be extremely valuable and should be taken into consideration when deciding which items to upgrade. Certain boosts can only be used in specific builds (such the Whistan's Shield, which is for FB Sorcs) While others are beneficial to collectors.
Some items have an inherent boo that is less beneficial when upgraded, such as the Goldwrap that gives you extra potion slots. They are usually upgraded to inject more value into a perfect or near-perfect item.
Costs
Upgrades come with a few associated costs. The first is the cost to perform the upgrade. This cost can be expensive and is contingent on the new level of the item as well as the number perks it gains. It can also be costly to upgrade an item to a higher level (such as Explorer > Champion, or Veteran > Heroic).
The other is the cost of the materials needed for an upgrade. The items used are typically either Power Dices (dropped by monsters 21and up) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). These materials are available in the inventory of an Upgrade Vendor.
Upgrades to an item are complicated and requires time. Depending on the size of the upgrade, it could take anywhere from 8 to 12 hours. The stats that are the base of the upgraded item are calculated based on the new ilvl and other properties. This calculation determines the new Armor Class bonuses, damage dice, and other vital statistics. In some cases the upgrade can grant additional benefits that can be chosen from a list of available advantages.
Rarely, the new advantages obtained will cost more than one perk slot In these instances the upgrade will replace the most expensive perks. The upgrader may also make other modifications to the item, for example, changing the damage type of its weapon or eliminating an operational or unwieldy feature. The cost for these changes is based on the new ilvl of the item, and it could require a special substance, such as the adamantine alloy.
Success Rate
The process of upgrading an item upgrader Mod is dependent on the chance. Like any random system, there is a possibility that it will not succeed. However, there are a few things that can increase the chance of success. This includes using an item known as an Upgrade Pity, or the addition of additional materials to the upgrade.

It is also possible to add a range of additional elements to the upgrade, thereby increasing its chance of success. These are shown in a window above the + button. There are a few limitations. The maximum amount of material you can add is displayed directly above the + button.
Another way to increase the chances of a successful upgrade is by using an item called Blacksmith Blessing or an upgraded version of it. This item can be helpful when your piece of equipment or weapon is near or has reached the highest level of its level. Failure Rate

It is important to note that not all items can be upgraded. The rate of upgrade and enchantment is based on the rank of the item. The higher the item's rank, the more Zeny and items are required to upgrade it.
This kind of system can be expensive, particularly for top-of-the-line equipment. It could cost as high as 100,000 Z and 100 Carnium to upgrade an armor or weapon. As you progress in rank, the chances of success diminish. You can increase the likelihood of upgrading an item level upgrade making use of cash shop items.
