What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.

The amount of extras that you gain when upgrading depends on the amount of upgrades completed. Each upgrade will increase the extras by up to 3 points. Each upgrade will also boost the stats in the main menu by +1.
Certain upgrades also give an additional random boost in addition to stat boosts. These boosts can be quite useful and should be taken into consideration when deciding which items to upgrade. Some of these boosts are only beneficial in certain builds (such Whistan's shield, for FB sorcs) while others can provide an enormous amount of value to specific collectors.
Some items have a built-in boos, which is less effective when upgraded. For instance the Goldwrap has an extra slots for potion. These are often upgraded to add value to a nearly perfect item.
Costs
There are a few costs related to upgrades of items. The first is the cost to perform the upgrade. The other is the cost of the items required for an upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists Of Pandaria or Warlords of Draenor Quests. These items can be found in the inventory of an Upgrade Vendor.
The process of upgrading an item is complicated and takes time. Based on the magnitude of the upgrade, it could take anywhere from 8 to 12 hours. The upgraded item's base stats are calculated using the new ilvl of the item bonuses, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, and other important statistics. In some cases the upgrade will provide additional perks that can be selected from a list of available perks.
Rarely, the perks gained will cost more than one perk slot; in these situations the upgrade will replace the most expensive perks. The upgrader could also make other adjustments to the item, such as changing its weapon damage type or eliminating an operational or unwieldy option. These modifications are based on the item's ilvl and may require special materials, such as adamantine.
Success Rate
Upgrades to items are based on the chance of success, and as with every random system, there's a chance that the upgrade will fail. There are several ways to increase the chances of success. These include the use of an item called an Upgrade Pity, or the addition of extra components to the upgrade.
An Upgrade Pity is a product you can purchase from the smithing NPC in Lost Ark. It increases the chances of the upgrade being successful by a percentage. It is similar to the "luck bonus" that some items provide however it is more solid. It can be added to any weapons or armor and can be used three times.
You can also add other materials to the upgrade to increase its chances of success. The materials are displayed in a separate window above the + button. However, there are some limitations to this, and the maximum amount of material that can be added is shown right above the + button in the user interface.
A Blacksmith Blessing, or an upgraded version, can be used to increase the odds of a successful upgrade. This item is beneficial in the event that you have an Best item upgrade item upgrader; one-time offer, of gear that has reached the highest level for its tier or is close to it. It allows you to upgrade that piece of equipment to the next level without worrying about breaking.
