What is an Item Upgrader in Pokemon Go?

Costs

There are a few costs associated with item upgrades. The first is the cost for the upgrade. The cost for this upgrade items can be costly and is dependent on the new ilvl of the item and the number perks it gains. It can also be expensive to upgrade an item to a better tier (such as Explorer > Champion or Veteran > Heroic).

The second is the cost of the items required to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists of Pandaria or Warlords of Draenor Quests. These items can be found in the inventory of an upgrade vendor.

It takes time to upgrade an item. Depending on the size of the upgrade, it could take anywhere from 8 to 12 hours. The upgraded item's base stats are calculated based on the item's new ilvl bonus, perks, as well as other properties. This item is beneficial when you own an item or weapon equipment that is at the highest level for its tier, or is close to it.
