What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors and offers no gaming benefit other than making it easier to see and buy upgrades.
Boosts

Some of these boosts are only beneficial in certain builds (such as Whistan's shield for FB sorcs) while others could provide a great deal of value to certain collectors.
Certain items come with inherent boo that is less beneficial when upgraded, for example the Goldwrap that gives you additional slots for potion. They are usually upgraded to increase the value of the perfect or nearly perfect item.
Costs
Upgrades come with certain costs associated with them. The first cost is the upgrade items itself. This cost can be expensive and is dependent on the new ilvl of the item and the number perks it gains. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the cost of the materials required for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists of Pandaria or Warlords of Draenor Quests. These materials can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take up to 8 hours, depending on the magnitude of the upgrade. The base stats of an upgraded item are calculated based upon its new ilvl and other properties. This calculation determines the new Armor Class bonuses, damage dice, and other important stats. In some cases upgrades can provide additional benefits. These perks are offered on a list.
Rarely, the advantages gained will cost more than one perk slot to acquire; in these situations, the upgrade will only replace the highest-cost perks. Sometimes, the upgrader may make other changes to an item, such as changing the type of weapon damage or removing or adding an operative or unwieldy property. The cost for these modifications is determined by the item's new ilvl, and it may require a special material, such as an adamantine alloy.
Success Rate
The upgrading of an item is based on chance. Like any random system there is a chance that it will not succeed. However, there are a few factors that can increase the chance of success. This includes the use of an Upgrade Pity or the addition additional components to your upgrade.
An Upgrade Pity is an item you can buy from the smithing NPC in Lost Ark. It increases the chance of an upgrade's success by a percentage. It is similar to the "luck bonus" that some items offer, but it is more solid. This can be added to any weapon or armor and is used three times.
It is also possible to add a range of additional items to the upgrade, thereby increasing its chances of success. These materials are displayed in a separate window above the + button. However, there are some limitations to this, and the maximum amount of material that can be added is shown right above the + button in the user interface.
Another method to increase the chance of a successful upgrade is to use the item known as a Blacksmith Blessing or an upgraded version of it. This item is beneficial when you own an item of gear that has reached the highest level for its tier or is close to it. This item will allow you upgrade the equipment to the next level without the risk of it breaking.
