Upgrades to items can be used to increase the stats of an item. Based on the type of upgrade you choose, it can boost an item's Rarity or Mark Level and boost additional stats.

Item Level
The value of an item's stats base increase when it is upgraded. The value is the sum of an item's leveled-up perks (attack magic attack and defense). Upgrading items can be expensive, dependent on the upgrader and the type of upgrade you choose to make. This is due to how many perks need to be replaced in order for the item to get upgraded.
Item level is a popular measure of power, and can be seen on all item tooltips. It is also used to limit the amount of PvP gear players are able to wear, since PvP is limited at a lower level. The average level of an item can be found on the character sheet.
When deciding to purchase or sell equipment players can look at the level of an item. It's a useful gauge of an item's worth and the amount of damage it will be able to deal. Comparing items in the inventory of a vendor is possible using the item's level.
On your PC, you can see the level of the item by pressing ALT or by using the left stick on XB1 or PS4. This will display the item's full description, including the ilvl. You can also find it by hovering over an item and typing /itemlevel into chat.
There are various theories on how the item level calculation is done. One theory says that the item level is calculated using an equation that determines how valuable an item's stats really are. It takes into consideration that different benefits are valued differently and that gems found in sockets boost the value of the item. This could result in an item's ilvl which is calculated and is often very close to Blizzards actual item level.
This is not the only factor that influences the level of an item. The location of where the item upgrades was dropped may change its stats. For example, it could add a level to the item's haste or crit score. This means that items dropped at higher levels will have higher value than items dropped in lower-level instances.
Item Stats
The stats of an item are a major component of what determines the value of an item for players. The game uses them in many ways to encourage players not to limit themselves to one weapon, and to encourage players to explore other weapons. The stats of a base weapon are boosted by the weapon's stat modifications that are in turn boosted by the player's level.
Upgrades to the item add by increasing certain stats on the item. The upgrade costs are determined by the rarity of the item. For instance, a grey or white item will only be upgraded once, while an item with rare tiers can be upgraded many times at higher prices.
Another method of altering the stats on an item is through affixes. These are special stat boosts that can be added to an item by the player, and are available in all sizes and shapes. The affixes can provide the item additional damage, or give a specific capability to the item (such as reviving the dead or cutting down cooldowns), or make the item level upgrade unique by putting a special name to the item.
Currently, all affixes can be rerolled by selecting them from the upgrade window and pressing the green button, which is accompanied by the arrows that circle. This procedure will cost the player a specific amount of gold as well as items, which can be added to the upgrade gauge in the same manner as the other options for rerolling.
In addition to rerolling affixes, players can also choose which stats they want to keep on an item when it is upgraded. The range of stats is determined by the item's level. However each item will have at least one stat within that range unless they are a unique item, or an item upgrader mod that has a God Roll from a boss in a raid.
Another thing that could be changed is the option to Upgrade Item equipment without having to roll the affixes, or choose which stats to enhance. Similar to base equipment, it would have to be done per item and the interface for item comparison will not show all possible stats simultaneously.
Item Luck
The Luck stat of a player can increase the probability of obtaining items as well as the properties created by loot and the intensity of these properties. It does not, however, directly affect damage or the ability to upgrade items. It gives players the chance to upgrade their gear earlier in the game. This is more advantageous for early game runs, because players tend to put defenses and weapon scaling over raw damage gains.
In addition to influencing item discovery, Luck also increases the chances of success when upgrading items with the Blacksmith. This is not to be confused with the Blacksmith’s overall chance of upgrading, which increase with each item level. It is also possible to be increased by using anti-materials such as the Scroll of Strength and a Jewel of Blessing.
Armor, shields and weapons can spawn or be crafted using the Luck property, which has the default value of 40. These items can then be enhanced by golden ingots, spined leather or oak boards (depending on the type of material used) to grant an additional +40 Luck or to boost the existing Luck of an item up to 140.
Moreover there are certain items, like the Hollow infused weapon can be used to increase the damage of any damage-dealing skill by five percent. These items are available in the shop or crafted with the right ingredients.
Item Failure
Upgrades to items can be a costly process and not every upgrade will be successful. However, there are cash shop items which allow players to increase their chance of success or stop themselves from losing an item if the upgrade is unsuccessful.
When you upgrade an item, the success rate is displayed in the Honing UI. The percentage is the probability of successfully upgrading an item. This can be increased by using Additional Materials or Special materials. The chance of success can only be increased so high, and the probability that an upgrade will fail can't exceed 100%.
The performance of an can be affected by the luck of that item. Every item has a success rate of 25 percent, and each item with Luck increases this chance by 5percent.
It is important to note that upgrade items are rendered above the items in the inventory therefore enchantment glints and other effects can be masked by the overlays. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
