What is an Item Upgrader in Pokemon Go?

Some boosts are beneficial in certain builds (such Whistan's shield, for FB sorcs) while others can bring an enormous amount of value to certain collectors.

Certain items come with a built-in boos which is less effective when upgraded. For example, the Goldwrap has an extra potion slot. These are usually upgraded to add value to a perfect or near-perfect item.

Costs

There are a few costs that are associated with upgrades to items. The first cost is the upgrade itself. The cost for this upgrade can be costly and depends on the new level of the item upgrader mod as well as the number of perks it gets. It can also be expensive to upgrade an item to a higher tier (such as Explorer > Champion, or Veteran > Heroic).

The other is the cost of the materials needed for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.
