What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager is a cost of 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to buy upgrades.

Some upgrades also give you a secondary random boost in addition to stat boosts. These boosts can be useful and should be taken into consideration when deciding what items to upgrade. Some of these boosts can only be used in specific builds (such the Whistan's Shield, which is for FB Sorcs) Some are valuable to collectors.
Some items have an inherent boo, which is not useful when upgraded, like the Goldwrap that gives you more slots for potion. These are often upp'd to increase the value of a perfect or near-perfect item.
Costs
Upgrades are accompanied by a few associated costs. The first is the cost to perform the upgrade. The cost is based on the new level of the item and the number of perks it will gain, and can be expensive. It is also costly to upgrade an item to a higher level (such as Explorer > Champion or Veteran > Heroic).
The second is the cost of the materials required to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists of Pandaria or Warlords Of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.
Upgrades to an item are an intricate process that requires time. Based on the magnitude of the upgrade, it could take up to 8 hours. The upgraded item's base stats are calculated based on the new ilvl of the item level upgrade, perks, and other properties. This calculation determines the updated Armor Class bonus, damage dice, and other important statistics. In some instances upgrades can provide additional perks. These perks are listed on a list.
Rarely, the perks acquired will cost more than one perk slot; in these situations the upgrade will replace the perks with the highest cost. Sometimes, the upgrader may make other adjustments to an item, such as changing its weapon damage type or adding or removing an unwieldy or operative property. The cost for these modifications is determined by the item's current ilvl and may require a special material, such as adamantine alloy.
Success Rate
The upgrade of an item upgrader kit is dependent on chance. Like any random system, there is a possibility that it won't succeed. There are several methods to increase your odds of success. These include the use of an item called an Upgrade Pity, or the addition of additional items to the upgrade.
The Upgrade Pity can be purchased through the NPC for the smithing process in Lost Ark. It increases the odds of the upgrade being successful by some percentage. This is similar to the luck bonus that some items have, but is more stable. It can be added to any weapon or armor and can be used three times.
