Boosters

The upgrade system in World of Warcraft allows players to increase the level of their gear by paying currencies at an item upgrader NPC. The system was first introduced in Mists of Pandaria, and was further developed in Warlords of Draenor. It's a great way to increase the quality of your equipment, allowing you avoid the tedious grind of completing quests and avoid many wipes in Mythicand dungeons.
When an item is upgraded its basic type will change. Upgrades to a normal item create an Exceptional version, while upgrades to an Exceptional version create an Elite. The Best item upgrader will keep all of its pre-upgrade items statistics however it will also get an additional bonus due to its new base type. The bonus is randomly chosen. It could be a weapon that has a greater damage range, a faster reloading speed, or an increased max defense roll.
The number of upgrades you perform will determine the amount of extras you get. Each upgrade will boost the extras in question by a factor of one, up to a maximum value of 3. Each upgrade will also boost the stats of the main game by +1.
Certain upgrades also give an additional random boost in addition to stat enhancements. These boosts can be quite useful and should be taken into consideration when deciding which items to upgrade. Some boosts are beneficial in certain builds (such as Whistan's shield in FB sorcs) while others can bring a great deal of value to certain collectors.
Certain items come with inherent boo that is less effective when upgraded, such as the Goldwrap which provides additional slots for potion. These are usually upgraded to add value to a perfect or near-perfect item.
Costs
Upgrades have some associated costs. The first is the cost for the upgrade. The cost is based on the item's new ilvl and the number of perks it gains, and can be expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The other is the cost of items needed to upgrade item. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists of Pandaria or Warlords of Draenor Quests. These materials are available in the inventory of an Upgrade Vendor.
Upgrades to an item are an intricate process that requires time. It could take as long as 8 hours depending on the size of an upgrade. The base stats of an upgraded item are calculated based on the new ilvl and other properties. This calculation determines the updated Armor Class bonus, damage dice, and other crucial statistics. In some cases, an upgrade can grant additional perks. These perks are listed on a table.
In rare cases, the upgrade will only replace the most expensive perks. The upgrader can also make other adjustments to the item, for example, changing the type of damage it deals to its weapon, or adding or eliminating an operational or unwieldy feature. These modifications are based on the Best item upgrader's ilvl, and may require special materials, for instance adamantine.
Success Rate
The basis for upgrading items is the chance of success, and as with every random system, there's the possibility that the upgrade will fail. However there are some things which can improve the chance of success. This includes the use of an Upgrade Pity or the addition extra materials to your upgrade.

If an upgrade is unsuccessful the upgrade will be reversed to its original state. This is typically a break, but it could also be an upgrade. You should save an upgrade until you're close to the maximum level of an item.

The higher the rank, the more zeny and the items you'll need to upgrade it.

The process of upgrading could take as long as five minutes.
