What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager is priced at 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to view and buy upgrades.
Increases the effectiveness of

Costs
There are a few expenses that are associated with upgrades to items. The first cost is the upgrade itself. This cost can be expensive and depends on the new level of the best Item upgrade as well as the number of perks it receives. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be expensive.
