What is an Item Upgrader in Pokemon Go?

Certain items come with a built-in boos which is less useful when upgraded. For instance, the Goldwrap offers an additional potion slots. They are usually upgraded to add value to an item that is perfect or close to being perfect.
Costs
Upgrades come with certain costs associated with them. The first is the cost of performing the upgrade. This price is contingent on the new ilvl of the item and the amount of perks it receives and is often expensive. It can also be expensive to upgrade an Best Item upgrader to a higher tier (such as Explorer > Champion, or Veteran > Heroic).
