What is an Item Upgrader in Pokemon Go?

Some items come with built-in boos, which is less effective when upgraded. For example, the Goldwrap has an extra potion slots. These are usually upgraded to increase the value of an item that is perfect or close to being perfect.
Costs
Upgrades have some associated costs. The first cost is the upgrade itself. This cost can be expensive and is contingent on the new value of the item and the number perks it gains. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the cost of materials needed for an upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists Of Pandaria or Warlords Of Draenor Quests. These materials can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. Based on the magnitude of the upgrade, it can take as long as 8 hours. The base stats of the upgraded item are calculated based upon its new ilvl and other characteristics. This calculation determines new Armor Class bonuses, damage dice, as well as other vital statistics. In some instances the upgrade will provide additional advantages that can be picked from a list of available benefits.
In rare instances, the upgrade will only replace the highest-costing bonuses. Occasionally, the upgrader will make other modifications to an item upgrade, like changing the damage type of a weapon or removing or adding an unwieldy or operational property. Success Rate

Failure Rate
