What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget to the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors and offers no gaming benefit other than making it easier to view and purchase upgrades.
Boosters
There are a myriad of boosts you can get with an upgrader. They could include a variety of stats, in addition to numerous bonuses. These bonuses can be utilized on armor, weapons, and trinkets. They can be used to boost a character's abilities or to give a new dimension of variety to their build.
The World of Warcraft upgrade system allows players to upgrade their gear by paying currency to an upgrader for their item. The amount of extras gained with an upgrade depends on the number of upgrades completed. Each upgrade will increase the extras by up to 3 points. Each upgrade will also boost the stats of the main game by +1.
In addition to the stat boosts certain upgrades can also give a random secondary boost. These boosts can be quite important and should be considered when deciding on which items to upgrade. Certain of these boosts may only be used in specific builds (such the Whistan's Shield in FB Sorcs) Some are beneficial to collectors.
Certain items come with inherent boos that are less useful when upgraded, like the Goldwrap which gives additional slots for potion. They are often upgraded to add more value to a nearly perfect item.
Costs
There are a few expenses related to upgrades of items. The first is the cost to perform the upgrade. This cost can be expensive and is contingent on the new value of the item and the number of perks it gets. It can also be costly to upgrade an item to a better tier (such as Explorer > Champion, or Veteran > Heroic).
The second is the cost of items needed to upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these materials required can be seen in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take 8 hours, depending on the magnitude of an upgrade. The upgraded item's base stats are calculated based on the new ilvl of the item, perks, and other properties. This calculation determines the new Armor Class bonus, damage dice, as well as other important stats. In certain cases the upgrade will provide additional benefits that can be chosen from a list of perks.
Rarely, the new advantages obtained will cost more than one perk slot to acquire; in these situations the upgrade will replace the highest-cost perks. Success Rate

The Upgrade Pity can be purchased from the NPC for crafting in Lost Ark. It increases the chances of a successful upgrade by a certain percentage. It is similar to the "luck bonus" that some items provide, but it is more solid. It can be added to any weapons or armor and can be used three times.
It is also possible to add a number of additional items to the upgrade, thereby increasing the chance of success. These are displayed in a window that is above the + button. There are however limitations to this, and the highest amount of material that can be added is displayed directly above the + button in the UI.
A Blacksmith Blessing or an upgraded version of it can be used to increase the odds of an upgrade items succeeding. This item is useful in the event that your item or weapon is nearing or has reached the top level of its tier. It will allow you to upgrade that piece of gear to the next level without having to worry about it breaking.
