What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager is a cost of 33 billion Angel Investors, and has no gameplay benefit other than making it easier to buy upgrades.
Boosters
There are a myriad of boosts available with an item upgrader. These could include stats as well as additional bonuses. These bonuses can be incorporated into weapons or armor, as well trinkets. Some items have a built-in boos which is less effective when upgraded. For instance the Goldwrap provides extra potion slot. They are often upgraded to add more value to a nearly perfect item.
Costs
There are some costs that are associated with upgrades to items. The first is the cost for the upgrade. This price is contingent on the item's new ilvl and the amount of perks it receives, and can be expensive. It can also be expensive to upgrade an item to a higher level (such as Explorer > Champion or Veteran > Heroic).
The second is the cost of the materials needed to upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists of Pandaria or Warlords of Draenor Quests. The amount of these items needed can be found in the inventory of an upgrade vendor.
Upgrading an item is an intricate process that requires time. It could take as long as 8 hours, depending on the magnitude of the upgrade. The stats that are the base of the upgraded item level upgrade are calculated based on its new ilvl and other characteristics. You can also add additional components to the upgrade to increase its chances of success. These are shown in a window that is above the + button. There are some limitations. The maximum amount of material you can add is displayed directly above the + button.
A Blacksmith Blessing or an upgraded version of it, can be used to boost the odds of an upgrade succeeding. This item is helpful when you own an item of equipment that is at the highest level for its tier, or is close to it. It will allow you to upgrade that piece of gear to the next level without risking breaking.
If an upgrade fails it will be returned to its initial state. This is typically an upgrade, but it could also be an upgrade. Save an upgrade until you reach the maximum level of an item.
Kafra offers a variety of products that can be utilized to increase the chance of a successful upgrade. You can increase the chances of success by upgrading your equipment multiple times with HD Oridecon and HD Elunium. In the same way, increasing the likelihood to receive a Double Mint from Shoe-Minting a maximum of five times will increase the success rate.
Failure Rate
The upgrader for items allows players to add an extra slot in their equipment. These slots can be used to apply an enchantment or upgrade an item. It is important to know that not all items can be upgraded. The rate of upgrade and enchantment is dependent on the item's rank. The higher the rank of the item is, the more Zeny items are required to upgrade it.

You must have the proper number of cores before you can do a normal upgrade. Click the button next to the item you'd like to upgrade after you have the cores. You can also choose the option of a security feature for your item which will safeguard the item in the event of failure. The safeguard is not free however the cost will be less than a new item upgrader mod. The protection is only available once per upgrade, and it is not a valid expiry date unless it is re-used.
The UI for the item upgrader could be somewhat confusing, but it's not impossible to navigate. The main menu is displayed on the left, and the upgrade window is on the right.
