What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. The Manager is priced at 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
It boosts

These secondary boosts can be extremely valuable and should be taken into consideration when choosing which items to upgrade. Some boosts are beneficial in certain builds (such Whistan's shield, for FB sorcs) while others can provide an enormous amount of value to certain collectors.
Some items have an inherent boos that are less effective when upgraded, like the Goldwrap that gives you extra potion slots. These are often upp'd to add value to a perfect or near-perfect item.
Costs
Upgrades are accompanied by certain costs associated with them. The first cost is the upgrade itself. This price is contingent on the new ilvl of the item and the number of perks it will gain and can be costly. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the cost of the items needed to upgrade. Success Rate

The Upgrade Pity can be bought from the NPC for crafting in Lost Ark. It increases the odds of a successful upgrade by some percentage. It's similar to the "luck bonus" that some items offer, but it is more solid. It can be added to any weapon or armor and is able to be used up to three times.
It is also possible to add a number of additional elements to the upgrade, thereby increasing its chances of success. These are displayed in a window above the + button. There are a few limitations. The maximum amount of material you can add is displayed directly above the + button.
