What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no benefit in terms of gameplay other than making it easier to buy upgrades.
It boosts

Some items have a built-in boos which is less beneficial when upgraded. For instance the Goldwrap has an extra slots for potion. They are usually upgraded to add value to an item that is perfect or close to being perfect.
Costs
There are a few costs that are associated with upgrades to items. The first is the upgrade itself. In certain cases, the upgrade will grant additional benefits that can be chosen from a list of available advantages.
Rarely, the perks obtained will cost more than one perk slot to acquire In these instances the upgrade will replace the perks with the highest cost. The upgrader may also make other modifications to the item, such as changing the type of damage it deals to its weapon, or adding or removing a operative or unwieldy feature. These modifications are based on an item's ilvl, and may require special materials, for instance the adamantine.
Success Rate
Item upgrades are based on a chance, and like any random system there is a chance that the upgrade will fail. However, there are a few things which can improve the chance of success. This includes the use of an Upgrade Pity, or the addition of extra materials to your upgrade.
An Upgrade Pity is an item you can purchase from the smithing NPC in Lost Ark. It increases the odds of an upgrade being successful by a certain percentage. This is similar to the luck bonus that some items come with but is more stable. It can be added to any armor or weapon and can be used up to three times.
You can also add other materials to the upgrade to increase the chance of success. They are displayed in a window that is above the + button. However, there are some limitations to this, and the maximum amount of material that can be added is displayed right above the + button in the user interface.
A Blacksmith Blessing or an upgraded version can be used to increase the odds of a successful upgrade. This item can be helpful in the event that your item upgrading or weapon is close to or has reached the maximum level of its level. It will allow you to upgrade that piece of gear to the next level without having to worry about it breaking.
