What is an Item Upgrader in Pokemon Go?

A transparent device that allows certain Pokemon species evolve. It was created by Silph Co.

The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to see and purchase upgrades.
