What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager is priced at 33 billion Angel Investors and offers no gaming benefit other than making it easier to find and purchase upgrades.

Costs
Upgrades have certain costs associated with them. The most significant cost is the upgrade itself. Success Rate
Item upgrades are based on the chance of success, and as with any random system there is the possibility that the upgrade will fail. However, there are a few factors that can help to increase the odds of success. This includes using an Upgrade Pity or the addition additional components to your upgrade.
An Upgrade Pity is a product you can buy from the smithing NPC in Lost Ark. It increases the chance of an upgrade succeeding by a certain percentage. It's similar to the "luck bonus" that some items offer, but it is more solid. It can be added to any armor or weapon, and can be used up to three times.
You can also add other materials to the upgrade to increase its chances of success. The materials are displayed in a separate window above the + button. However, there are limitations to this, and the highest amount of material that can be added is displayed directly above the + button in the UI.
A Blacksmith Blessing or an upgraded version can be used to increase the odds of an upgrade being successful. This item can be helpful in the event that your item or weapon is nearing or has reached the maximum level of its tier.
